2026 Costco Supplier Compliance Checklist

Use this checklist before every Costco PO ships. Each item corresponds to a specific compliance requirement that, if missed, can result in chargebacks, load rejections, or delisting under Costco's vendor standards.

1. Sales Velocity & Item Management

Costco's model is built on limited SKUs and high volume. Every item must earn its pallet.

• Weekly sales minimum (ecommerce): Maintain at least $1,500 in weekly sales per SKU on Costco.com
• Weekly turns (brick-and-mortar): Meet the category-specific turns-per-week threshold (e.g., 2.0+ for Staples)
• One-In, One-Out rule confirmed: Before pitching a new 2026 item, identify which current item will be retired — Costco maintains approximately 3,700 SKUs
• Price parity guarantee: Costco unit price is at least 15% lower than mainstream grocery or big-box retailers for the same pack size

2. Pre-Scan & Packaging Compliance

• Barcode scannability (5-sided rule): Barcodes visible and scannable on at least 5 sides of the case/tray; readable by handheld pre-scan lasers from 3 feet away
• Structural integrity: Packaging supports the weight of three fully loaded pallets stacked on top without bowing or crushing
• Display tray stability: Packaging maintains structural strength after front lip is removed
• Pallet type confirmed: iGPS or CHEP block pallets used; stringer pallets are prohibited
• No chimney stacking: Pallets column-stacked or interlocked for stability during forklift transport

3. EDI & ASN Requirements

• EDI 850 (Purchase Order): Received and acknowledged; item, quantity, and ship-to verified
• EDI 856 (ASN) accuracy: ASN matches physical pallet 100%; any discrepancy in quantity-per-case triggers a Vendor Non-Compliance report
• EDI 810 (Invoice): Submitted accurately and on time; mismatches trigger payment delays and admin fees
• ASN timing: Transmitted after shipment departs and before arrival at Costco depot

4. Delivery & Appointment Compliance

• Appointment window: Shipment arrives within +/- 30 minutes of scheduled appointment time — late arrivals may be turned away
• Redelivery fee awareness: Late or turned-away shipments incur a $500 administrative fine plus redelivery fees
• Appointment scheduled in advance: DC delivery appointment confirmed at least 48 hours before ship date

5. Ethics & Social Responsibility

• Third-party audit on file: Audit from an approved provider (UL, Elevate, etc.) uploaded to Costco Supplier Portal within the last 12 months
• Animal welfare compliance (food suppliers): Meat and poultry suppliers comply with Costco's Five Freedoms animal welfare reporting standards
• Conflict minerals & labor certificate: Signed Certificate of Compliance on file confirming no forced labor or conflict minerals in the component supply chain

6. Chargeback Reference

• ASN missing/late (EDI 856): $100–$500 per PO
• Label/scanning issue: $1–$2 per case
• Mismatched invoice (EDI 810): Admin fee plus payment delay
• Missed delivery appointment: $500 plus redelivery fees
• Pallet quality: Full load rejection plus restack fee
